City of Hyattsville, Maryland: Elected and served 6 years on the Hyattsville City Council. Leading member of City Council of a 15,000 plus population City. Dealt with issues as to operation of municipal government. Oversaw approximately 100 employees including 28 person police force. One of the decision makers in resolving cases under the Law Enforcement Officers Bill of Rights. Reviewed cases involving the Maryland Open Meetings Law as well as other cases involving litigation against the City. Developed over seven million dollar budget, determined tax rate, capital improvement budget, employee benefit programs, approval of contracts, testified before the State Legislative and County Council. Member Maryland Municipal League and National League of Cities and attended respective conventions held semiannually.
Town of Colmar Manor - 1972 -1981: Actively involved in community serving two terms as President of the Colmar Manor Citizens Association, several terms on Community Development Advisory Committee making recommendations and monitoring multimillion dollar United States Housing and Urban Development Urban Renewal Plan. Elected to four successive terms as Town Councilman. In capacity of as Town Councilman was active in on going urban renewal plan which included acquisition of residential and commercial properties. Made recommendations and decisions as to commercial and residential development. Entered into contracts for replacement of streets and storm drains. Testified before United States Congress on issues pertaining to Community Development Block Grants. Testified numerous times before the State Legislature, County Council, Maryland National Capital Park and Planning Commission and State Highway Administration. Member of Maryland Municipal League and National League of Cities.
